Without agreement, you needed to file your application for foreign benefits only to the social security institution in the countries directly.
With agreement, however, if you live in Japan and apply for the benefits of the agreement countries, you can file your application at JPS branch office or the pension consultation center in Japan. JPS serves as a mailbox for foreign institution.
Note: Under the Agreements with United Kingdom, Republic of Korea and China, you should file your benefits application to the respective countries’ institution, not to JPS.

Retroactive Payment of Agreement Countries' Pension Benefits
The payment time of your first benefits payable by the agreement countries and the earliest date you can apply for them depend on each country’s system.
Some countries provide the benefits starting from only the following month in which you file the application. It may be different from the Japanese system which pays benefits retroactively.

How to Apply
Filing application in Japan
To apply for the agreement countries' benefits, you can file the application and supporting documents at JPS branch office or pension consultation center in Japan.
When you apply, you do not need to submit any proofs of your Japanese coverage record. JPS Headquarters will provide your Japanese coverage record to the social security institution in the agreement country.
Please note that you can apply for the Italian pension benefits at JPS branch office or the pension consultation center in Japan, but JPS Headquarters will not provide your Japanese coverage record to the Italian institution since Japan-Italy Agreement doesn’t include benefits totalization.
Application Forms and Supplementary Documents
Filing application in the agreement countries
To file application for the agreement country's benefits, you can file an application at the social security institution in the country. And then you need to submit completed “Claim for Verifying Period of Coverage” as well, if you need to totalize your periods of both the agreement country and Japan.
Upon receipt of your completed application, the social security institution in the country asks Japan Pension Service to provide your coverage record under the Japanese system. Based on the reply from Japan Pension Service, the social security institution will determine your totalization pension benefits and pay you.
Please note, when you apply for the Italian pension in Italy, you do not need to attach your Claim for Verifying Period of Coverage since Japan-Italy Agreement doesn’t include benefits totalization.

Income Tax on Agreement Countries' Benefits
Under the Income Tax Convention between Japan and the other countries, when you receive the agreement country's benefits in Japan, your benefits from the country are subject only to Japanese income tax system and exempt from income tax system of the country.
Appeals against Decision of Agreement Country
You may submit an appeal on agreement countries’ benefits via JPS branch office or pension consultation center; JPS serves as a mail box for your appeals, benefits applications and various reports of change to be submitted to the agreement country. Contact JPS branch office for details.
